Mobile payments continue meteoric risepayment deals has jump

Use of China’s mobile payment services has skyrocketed over the past five years, with total transactions covered reaching 277.39 trillion yua

n ($41.51 trillion) in 2018 — a more than 27-fold increase from five years ago, according to the central bank.

A total of 60.53 billion mobile payment transactions were conducted last year, as a repor

t released by the People’s Bank of China Monday shows, while the figure was only 1.67 billion back in 2013.

From around 2013, with online payments dominant and mobile payments only nas

cent, to 2018, which saw mobile payments outpacing the domestic market, it is easy to observe a mo

bilization trend in payment structures, Xue Hongyan with the Suning Institute of Finance told Securities Daily.

The number of China’s online payment deals has jumped from 23.67 billion in 2013 to 2018’s 57.01 billion, and trans

action value more than doubled to 2,126.3 trillion yuan in 2018 from 1,060.78 trillion yuan five years earlier.

Premier says drug costs for chronic diseases to be reimbursable

Outpatient drugs for chronic diseases, such as high blood pressure and diabetes, will be reimbursa

ble by 50 percent through China’s basic medical insurance program this year, Premier Li Keqiang said at a news conference on Friday.

The measure will relieve financial burdens on patients with the two diseases, which number 400 million in China, he said.

The government will also take steps this year to further relieve medical expenditure by

patients with serious diseases through adjusting medical insurance policies, Li said.

The government has been making efforts to improve people’s access to quality medical services and reduce their medical expenditure, Li said.

Last year the prices of 17 anti-cancer drugs were cut by more than 50 percent on av

erage, and were included in the basic medical insurance program so they were reimbursable, he said.

China’s basic medical insurance program has covered almost the entire population in China, he said.

Courts plan mainly to review cases in which defendant

were convicted of contract fraud or making use of their positions to illegally take posses

sion of assets. They will also strictly distinguish misconduct from crimes, Jiang said on Tuesday during a group interview.

“Economic disputes should not be handled as cr

imes, and civil liabilities must not be treated as criminal liabilities,” Jiang said.

Zhou, the chief justice, also said in his report that the top court has been careful in approvi

ng death penalties. At present, all death sentences must be reviewed by the Supreme People’s Court before being carried out.

“We have looked into such cases very carefully to ensure that capital punishme

nt is only given to a very few people who committed extremely serious offenses,” he said.

What we still don’t know about the Ethiopian Airlines Flig

Investigators are combing through debris at the site where Ethiopian Airlines Flight 302 crashed on Sunday, attem

pting to make sense of a disaster that claimed 157 lives and left thousands more in grief and shock.

In the days since the crash, the personal stories of many of those on board have

come to light — highlighting the truly international nature of a tragedy that saw people of 35 different nationalities die.

The focus on Boeing has also been intense. On Tuesday, the U

K joined several other countries in grounding the company’s newest, big-selling 737 MAX 8 jet o

ver safety concerns. The MAX 8 was also the model involved in October’s Lion Air crash, which killed all 189 people on board.

But much more about Sunday’s crash remains unclear — including crucial questions over what caused the jet to go down.

Measures will better protect Yangtze ecology, minister says

Ecological protection on the Yangtze River still face crucial challenges and more meas

ures will be taken for better protection of the area, said Li Ganjie, Minister of Ecology and Environment.

He said that over 160 severe ecological problems were identified in 40

-plus cities and counties in 11 provinces along the river during a four-month secret inv

estigation jointly carried out by the ministry and local authorities since last August.

This year, the ministry will continue to implement the action plan concerning the river’s prote

ction released in late January with the National Development and Reform Commission, according to Li.

“We have eight missions included with four new ones projected to start this year,” he said.

But the move to curtail internet freedom and the crackd

own on religious minorities reflect broader official paranoia about internal threats. Russia’s top leadership has a conspiratorial view of the world, with Rus

sia opposed by foreign adversaries from without and of fifth columnists from within.

Putin talks pocketbook issues, but still brandishes missiles

In a speech last weekend, Russia’s top military officer, Gen. Valery Gerasimov, poi

nted to the “aggressive vector” of the foreign policy of the US and its allies, suggesting they were employing tec

hnology of “color revolutions” and “soft power” to promote regime change around the globe, including in Russia.

”Their goal is the elimination of the statehood of unwanted c

ountries, the undermining of sovereignty, the change of lawfully elected bodies of state power,” Ger

asimov said. “So it was in Iraq, in Libya and in Ukraine. Currently, similar actions are observed in Venezuela.”

Such talk reflects wider worry about internal dissent, particularly in a country where the

political opposition has no access to state airwaves and Putin has a monopoly on power.

The event, organized by the Birmingham Chinese Festiv

Association, celebrates Chinese cultural heritage during the most important Chinese holiday of the year, said A

my Chen Schwab, one of the association’s founders and a member of its board of director

s.More than 2,000 people attended the celebration in downtown Birmingham’s historic Boutwell Auditorium this year, Schwab s

aid. About 40 percent of those who came were from Birmingham’s Chinese community. Special guests included officials f

rom Chaoyang and the Chinese consulate in Houston, Texas. The event kicked off with fireworks in downtown’s Linn Park near city h

all, followed by a dragon dance and a drum performance. In a city more in tune with grits, pork rinds and college footb

all, an authentic dragon dance would be a sight to behold. In the auditorium, 10 dancers

from Chaoyang performed on stage.Participants enjoyed authentic Chinese food, such as dim

sum, and traditional arts and crafts, such as paper-cuttings and Chinese knots. Chinese children’s games were featured, and so was calligraphy.

While that struggle was raging, waste-to-energy pow

plant business owner Lee Won-jeong in 2017 bought the site from Kim, but kept him on as manager. Lee is based in Busan, in the south of the country, and claims he was unaware of the problems at the site.

Lee says that after the sale, Kim deposited more than 80 times the amount of g

arbage permitted at the site, including household waste, construction materials, and discarded polymer.

The manager of the site had a permit to dump 2,000 tons of waste, the site holds more than 80 times that now.

As the trash mountain decomposed, gas built up under the surface. In December last year, fires began to appear.

Lee says that when he learned of Kim’s misconduct he fired him. Kim has since disappeared and CNN was unable to reach him for comment.

Kwon Hyun-soo, the Uiseong county environmental supervisor, says local authorities ar

e using their own resources to tackle the trash but the flaming mountain is too big for them to resolve.

”The waste is mostly from outside of our region. It’s too much for us to take care of the issue at the local level,” says Kwon.

This environment created a black market in which bro

okers will offer to dispose of waste at below the market rate.

Brokers charge between $130 and $170 to dump a ton of waste in a sparsely

populated part of the country, says Lee, Kim’s former boss.

Not only can this be a lucrative source of income, the fines for illegal

dumping are only about $3,000, Lee says.

Lee estimates that Kim pocketed upwards of $22 million this way, judging by the extra trash that was found at his site.

  A new dumping ground

Since the China ban, South Korea has been using Southeast Asia as a

dumping ground for much of its non-recyclable waste.

The country now exports 10 times more waste to the Philippines and

almost 30 times mor

e to Thailand than it did before Beijing’s ban. But not all the waste sent abroad is

disposed of legally.
